MEDICAID WAIVER PROGRAMS
The following is a list of Medicaid waiver programs that are available for children and/or adults with disabilities in Texas. These programs offer services in home and community-based settings rather than in an institution. These waivers do not look at the parents’ income and resources; instead, they base financial eligibility on the individual’s level of need, income, and resources, regardless of age. They all have a waiting list, so get your child’s name on all of the lists that you think may apply:
Community Living Assistance and Support Services (CLASS) 1-877-438-5658
Provides supports to people with disabilities of any age who have a disability other than mental retardation as their primary disability. The Medically Dependent Children Program (MDCP) 1-877-438-5658
This program is available statewide on a first come, first serve basis. It is for medically involved children who are under age 21. For more info go to http://www.dads.state.tx.us/providers/MDCP/index.cfm
Home and Community-Based Services (HCS) 713-970-7799
The HCS program for persons with mental retardation provides individualized services to people living in their family's home or their own homes in the community. The person served may have other disabilities in addition to mental retardation. For more info go to

Community-Based Alternatives (CBA) 713-692-1635
This program provides home community-based services to person's age 21 and older that would qualify for nursing facility care. These services are provided as cost-effective alternatives to placement in nursing facilities. For more info go to

Deaf-Blind Multiple Disabilities Program 1-512-438-2622 or 1-877-438-5658 (voice and TDD) For people who are both deaf and blind, 18 years or older, and have a need for 24 hour support.
